Bug description:
There is now a new s390-tools release: v2.30.0
https://github.com/ibm-s390-linux/s390-tools/releases/tag/v2.30.0
Even if this is not the planned target release for noble,
I nevertheless want to get it into noble, because:
- it affects Rust (now comes with global workspace)
- and I want to keep the version delta as small as possible
