[Bug 2046442] [NEW] libuv1 FTBFS on s390x on Ubuntu buildds

A couple of tests are failing on the s390x builds. I couldn't reproduce
this on a noble container running on a Jammy system, my next step is to
try and do the same on a Focal system, to see if might be kernel-
related.
