[Bug 2046458] [NEW] Microsoft.NETCore.App.Runtime.<rid> and Microsoft.AspNetCore.App.Runtime.<rid> should be moved to dotnet-sdk-8.0 binary package

Public bug reported:

In a .NET 8 SDK installation, the packs directory contains two sub-
directories called Microsoft.NETCore.App.Runtime.<rid> and
Microsoft.AspNetCore.App.Runtime.<rid>. These files enable building
self-contained applications and contain symbolic links to files in
packages dotnet-hostfxr-8.0, dotnet-runtime-8.0, and aspnetcore-
runtime-8.0.

According to the .NET SDK Layout and Packaging documentation [1], these
two subdirectories should be part of the dotnet-sdk-8.0 binary package.
As of now, they are placed in the dotnet-targeting-pack-8.0 and
aspnetcore-targeting-pack-8.0 packages, respectively.

They should be moved to the right package instead.
