[Bug 2046594] [NEW] cannot upgrade 23.04 to 23.10, get the error "Can't mark 'ubuntu-desktop' for upgrade"

Public bug reported:

I am using Ubuntu 23.04 and trying to upgrade it to 23.10. But I got
some error regarding the PPA. So I checked /etc/apt/sources.list.d and
deleted all .list files. But I still got an error after that. In
main.log, it is reported that "Can't mark 'ubuntu-desktop' for upgrade".
