[Bug 2046618] [NEW] I just installed 22.04 whatever lts, upgraded to 23.04 and now trying to upgrad 23.10 and it fails. I also tried install usb direct from 23.10 but that totally fails to even start installation process

install so I have done almost nothing but install and upgrade and then
try to upgrade again.
