[Bug 2046622] [NEW] Upgrade to version 23.10: error at changing package sources

Public bug reported:

At the second step of the update from ubuntu 23.04 to 23.10 the
following error occured:

"Es konnte nicht ermittelt werden, welche Systemaktualisierungen
verfügbar sind".

I expected it to upgrade, but it failed. I have no additional ppas added
to the system. All software is installed via the ubuntu software store
except for nextcloud, that is an appimage downloaded by the offical
website.
