[Bug 2006600] [NEW] Soft timeout with Radeon GPU

Public bug reported:

When running the live installer on an SiFive Unmatched board with an
installed Radeon GPU we see messages "watchdog: BUG: soft lockup" in the
kernel log. The system continues to boot fine.

We should set watchdog_thresh=90 in a new file in /etc/sysctl.conf.d/.
The default threshold is 10 seconds.
