Hi Kaijia,
We don't have Ubuntu Pro for non-LTS releases, but since we had to patch
it in 20.04 and 22.04, we also patched the non-LTS release (22.10), also
to try to give a consistent experience where you could be a Ubuntu Pro
user for 22.04 and then you decide to move to 22.10 for some reason, and
still you would have those patches covered.
As Seth said, if it wasn't for Pro we wouldn't be patching it all-over.
Hope this helps.

Title:
Last security update skipped 20.04 and 22.04
Status in imagemagick package in Ubuntu:
Fix Released
Bug description:
The last security update for ImageMagick[1] updated Ubuntu 18.04 and
22.10, but skipped 20.04 and 22.04. Can you release a security update
for these two versions? Several of the involved vulnerabilities allow
for code execution via an attacker-controlled input file.
