Title:
[23.04 FEAT] [SEC2027] zcrypt DD: AP command filtering - s390-tools
  part

Status in Ubuntu on IBM z Systems:
  Fix Committed
Status in s390-tools package in Ubuntu:
  Fix Committed

Bug description:
  Feature Description

  Support Stateless AP Commands.
This will mainly affect error processing and recognizing new error types.

This feature bug is covering the s390-tools part of the feature, whereas the kernel part is covered in the following bug:
     Bug 201337 - LP2003637 : [23.04 FEAT] [SEC2027] zcrypt DD: AP command filtering - kernel part

Since the kernel and the s390-tools part of SEC2027 are not depending
on each other, the s390-tools part doesn't have to wait for the kernel
part to be ready and included in Lunar.
