Bug description:
  [Impact]

  Current 22.04.2 release candidates fail-to-build due to issues with
  trying to install both a ga and hwe kernel for RISC-V, even though
  RISC-V only has one rolling kernel flavor.

  [Test Case]

  Build images with the new livecd-rootfs and see if the RISC-V server-
  live images build successfully.

  [Regression Potential]

  Highly unlikely, but some other server images can stop building with
  both kernels. But we'd notice that instantly during .2 testing.
