grub2-signed can not be rebuilt, it can only be built by routing it
through the correct private signing PPAs.

Status in grub2-signed package in Ubuntu:
  Invalid

Bug description:
  The grub2-signed is downloading the bionic-updates uefi files from http://archive.ubuntu.com/ubuntu/dists/bionic-updates/main/uefi/grub2-amd64/ which is version 2.04-1ubuntu47.4 that never got published to bionic, I guess that there has been an issue with the upload script at some point.
  Would it be possible to re-establish the right content in these folders?
