[Bug 2008476] [NEW] Cannot do partial upgrade - get error updating

Public bug reported:

When running the software updater - I get the message to perform a
partial upgrade. Clicking on this "upgrade" it starts the process and
errors out at unable to install 'core'. It then exits.

Description:	Ubuntu Lunar Lobster (development branch)
Release:	23.04

I can still run upgrade (not full-upgrade) from the terminal. Full-
upgrade tells me the process will remove important files:
