[Bug 2000880] Re: systemd-networkd: ActivationPolicy ignored in VLANs

This patch does not seem to work as expected in Jammy. The interface is
just not created at all, rather than being created but left DOWN/not
activated.

I'm not sure we will have time to investigate this further for this
upcoming SRU since there are higher-priority issues.
