The change was intentional made upstream:

("Remove many invented abbreviations in 'asia'"). The upstream
maintainer invented ICT:
https://github.com/eggert/tz/commit/1b99dcde6342dd10969041b32b00b813d4f4a36e#commitcomment-22025554

I am marking this bug as Won't Fix. If you want to get ICT back, this
needs to be done upstream on the tz at iana.org mailing list.
