[Bug 2002159] [NEW] do-release-upgrade from 18.04 to 20.04 fails with "An unresolvable problem occurred while calculating the upgrade."

Public bug reported:

I disabled all third-party package sources, uninstalled all packages
from ppa's or third party repositories (I think), purged all deleted
packages, tried to find obvious reasons for the failure in the logs. The
upgrade still fails.
