  out of tree lto patch should be dropped

Status in dpkg package in Ubuntu:
  New

Bug description:
  Since dpkg 1.21.0, lto feature is merged. So the out of tree lto patch
  in Ubuntu should be dropped.

  This causes duplicated lto flags in dpkg-buildflags, and leads to
