[Bug 2002871] [NEW] Failed pkgbinarymangler tests with python3.11

You have been subscribed to a public bug by Brian Murray (brian-murray):

To be able to update pkgbinarymangler to address bug #2002845, I
disabled 3 tests which would otherwise have failed at buildtime. Those
tests, which were simply commented in test/run, are:

- test_debian_changelog_truncation
- test_native_changelog_truncation
- test_ppa_debian_changelog

Ideally they should be fixed rather than disabled, of course. I'm
talking about this upload:
