Closing, as I got past this by manually upgrading by changing
/etc/apt/source.list.  Hit a problem with python3-pyaml on the dist-
upgrade, but managed to get past this with apt --fix-broken install.

Bug description:
  Whilst attempting to upgrade from 22.10 to 23.04 I get the error:
  Could not determine the upgrade

  An unresolvable problem occurred while calculating the upgrade.

   If none of this applies, then please report this bug using the
  command 'ubuntu-bug ubuntu-release-upgrader-core' in a terminal. If
  you want to investigate this yourself the log files in '/var/log/dist-
  upgrade' will contain details about the upgrade. Specifically, look at
  'main.log' and 'apt.log'.
