Besides the Bootloader installation failure, there is a secondary issue of backleveled kernel.
>From original problem report: Uname: Linux 6.2.0-1003-lowlatency x86_64

Once I get grub installed on /dev/sda in order to boot the installed
image, I then have to obtain a more current kernel including the Non-
Lowlatency version.
