[Bug 2025756] [NEW] USB not working if connect it directly

I'not really sure if this problem causes by grub or by lastest ubuntu
22.04.2 kernel.

Follow: I have always connected my USB HDD and my wireless charging
station on USB but by some unknown reason this not working anymore.

But when i connect this devices on my Dell2209WA Monitor which have also
USB Ports, both Devices working well.

If i have connect my USB HDD directly in USB Port (equal on front panel
or direct on mainbord), Ubuntu does not shut down, it hangs in black
screen with the white (not blinking) cursor.
