Bug reporting is about finding & fixing problems thus preventing future
users from hitting the same bug.

I suggest you use an authorized mirror (you're not). Please refer https://launchpad.net/ubuntu/+archivemirrors. What you're using is unmaintained details that were copied/synd from an incorrect location.
You may want to ensure your system is fully upgraded (once you change
sources to use a correct mirror & not what you're using from TDS
Telecom) you could try again.
