I also got a question mark even if I have internet connection. In my
case I can’t start up ADB server of Android SDK with the message
“connection reset by peer”.

Bug description:
  Over night my work laptop was on some ubuntu notification upgrades and today after a short restart the wifi icon got a question mark on it, internet is working fine but my projects are not working anymore due to this problem beucase of the following error attached bellow.
  Before this upgrade or update the laptop worked without any problem
