[Bug 2027686] [NEW] Recent update has broken (some?) buildd images

Public bug reported:

It appears a recent update to livecd-rootfs
(https://launchpad.net/ubuntu/+source/livecd-rootfs/2.664.48) has made
buildd images non-bootable using QEMU.  So far, I've found this affects
daily Focal buildd images, but as of this writing, I'm still testing out
other series.

Running QEMU by hand such as we would in Multipass along with the QEMU
console shows that it gets stuck at the grub prompt.
