Thank you for taking the time to report this bug and helping to make
Ubuntu better. The relevant dpkg terminal log says:

update-initramfs: Generating /boot/initrd.img-6.2.0-1004-raspi
/usr/sbin/mkinitramfs: 133: .: cannot open /usr/share/initramfs-tools/conf-hooks.d/cryptsetup: No such device or address
update-initramfs: failed for /boot/initrd.img-6.2.0-1004-raspi with 2.

The mkinitramfs code first checks the existence of the file (test -e)
before trying to source it. Can you check the status of this file and if
you can read it by running following two command and pasting the output?

LANG=C stat /usr/share/initramfs-tools/conf-hooks.d/cryptsetup
cat /usr/share/initramfs-tools/conf-hooks.d/cryptsetup
