[Bug 2025691] Re: Upgrade Rust to 1.69.0

I don't see much wrong about the contents of the 1.69, except that the
changelog misses potentially important changes that I see in the git
log, e.g. the removal of a patch because it's "not longer used" (I'd
like some more explanations about that please? What changed?), the
modifications to config.toml.in...

You know me, "why?" is my favorite question ;)

Bug description:
  Upgrade Rust to 1.69.0.

  Notable changes from upstream:

  - Cargo will now notify the user if the warnings are auto-fixable
  - Cargo now instructs the rustc to avoid generating debug information for build scripts
  - Several methods in `SocketAddr`, `SocketAddrV4` and `SocketAddV6` are now stable for const evaluation during the compile time
