This bug is still valid for ubiquity, right? So why is it marked as
incomplete? What is required to re-evaluate this issue for ubiquity?

Bug description:

  Steps to reproduce the issue:
  * Install Ubuntu MATE 23.04
  * Do NOT click on the "Restart Now" button that automatically pops up at the absolute end of the installation, or you have to restart the installation all over.. Instead, click on "Close Window" button in the dialogue box. See ubuntu-mate-1.png
  * Click on the "Shut Down..." button. See ubuntu-mate-1.png to ubuntu-mate-2.png
  * The system will not shut down, it will be rebooted. This is especially not desired if you are creating disk images that can be used for development to evaluate the default behavior after the installation. See ubuntu-mate-4.png to ubuntu-mate-7-rebooting.png
