Once we have dhcpcd in main (bug #2019191), initramfs-tools will switch
to using it (bug #2024164). Then we should drop isc-dhcp-client from
ubuntu-meta. The desktop will use network-manager and the server will
use systemd-networkd.

Bug description:
  ubuntu-minimal currently has a hard Depends on isc-dhcp-client. Unless
  there is a compelling reason to depend on a specific DHCP
  implementation, this should be changed to "isc-dhcp-client | dhcp-
  client" instead.
