Bug description:
  Ubuntu Unity is a new flavor of Ubuntu as of Ubuntu 22.10. For
  distribution upgrades from Ubuntu Unity 22.10 to Ubuntu Unity 23.04 to
  work information about Ubuntu Unity needs to be added to ubuntu-
  release-upgrader's `data/DistUpgrade.cfg` file. The Ubuntu Unity
  metapkg will need to be added to the MetaPkgs section and section will
  need to be created similar to the following:

   64 [xubuntu-desktop]
   65 KeyDependencies=xubuntu-artwork, xubuntu-default-settings, xfwm4
   66 PostUpgradeRemove=notification-daemon
