we held back a Curtin update in MAAS 3.3, so this bug never affected
this series.

Bug description:
  Due to recent changes introduced to Curtin, now the installer requires
  at least Python 3.7 to run. This makes impossible for MAAS to deploy
  Ubuntu releases older than Bionic.
