[Bug 2023697] [NEW] manpage refers to but does not include list of checks

Public bug reported:

In Ubuntu 20.04, the manpage for lintian (2.62.0ubuntu2.2) refers to the
CHECKS section, but this section is empty. I see also that the
COLLECTION section contains only the text "@COLLECTION@".

There is a similar contradiction in the text on 22.04 (2.114.0ubuntu1.2)
but this is related to an upstream bug due to dropping the list but not
