Bug description:
libio-compress-brotli-perl is a new "Recommends" of libhttp-message-
perl. It's a wrapper around libbrotli (src:brotli), to support that
web compression format, which is currently maintained by the Desktop
team.

Generally, having brotli compression support is a valid feature
request, but OTOH we don't have any explicit usecase which we need it
for. Also, should it be maintained by Desktop or Foundations?
For now I tend to drop this Recommends to a Suggests, until we have an
explicit usecase for this Perl warpper around libbrotli.
