[Bug 2009121] [NEW] Default to GCC 12

Public bug reported:

On jammy 22.04.2, the default gcc is gcc-11, could we set it to gcc-12?
Cause now the 6.1.0-oem kernel was built from gcc-12, and it will failed
to built kernel modules.
