[Bug 2009247] [NEW] gromacs ftbfs on ppc64el with gcc-12

Public bug reported:

The gromacs package has been failing to build on ppc64el since gcc moved
to gcc-12, with failures in the test suite.

The last successful build was with gcc-11. Hard-coding gcc-11 for the
build allows it to again build successfully in lunar.

The failure persists when disabling LTO and when downgrading from -O3 to
-O2.

The failure also is not seen in Debian, where this built successfully
with gcc-12.
