The initial keyboard proposal is based on the language selected, so if
you select English as the language then this should suggest an English
layout by default, and selecting Deutsch suggests the Deutsch default
layout.

So I think this is working as expected, but maybe the test case needs a
text update to clarify the above.

  [ What is actually happening? ]
  The proposed keyboard is "English", but I'm using a German keyboard.
