Title:
  [23.04 FEAT] zdev: Site-aware device configuration (s390-tools)

Status in Ubuntu on IBM z Systems:
  Fix Released
Status in s390-tools package in Ubuntu:
  Fix Released

Bug description:
Enable a Linux on Z admin to prepare a Linux root/boot volume so that
it can be started on a different system (site) with different device
IDs and parameters without manually changing the configuration.

Enables the ability to prepare a Linux installation that can be booted
on multiple systems with different device parameters without modifying
the configuration. This is required for example for DR-setups where
all Linux volumes are constantly mirrored to a secondary site, where
device parameters (e.g. CCW device IDs, WWPNs, LUNs) are different
  from the primary site.
