As you can see, the changes are all related to tests. Moreover the code
is extracted from licensecheck which is an old and well-known package
and the source code it will run on is not going to change noticeably for
lunar. Lastly, the author is also the package maintainer in Debian and
also the package maintainer of licensecheck in Debian, and didn't feel a
need to update in Debian. I therefore didn't see a need to update to
0.0.4 this cycle.

Bug description:
  MIR prepared in comment #4

  We might want to drop the libfeature-compat-class-perl dependency,
  similarly to bug #2002426 to avoid an additional MIR, for the time
  beeing, until we can make use of the "class" feature from perl-core
  itself.
