[Bug 2012160] [NEW] Proprietary Broadcom WiFi drivers are not compiled and loaded when installing Ubuntu MATE with proprietary drivers enabled

Public bug reported:

Hardware: HP Elitebook 8570p, UEFI, no secure boot, Broadcom WiFi, 16 GB
RAM, 120 GB SSD, 3rd Gen Intel Core i5.

Steps to reproduce:

1. Flash the latest daily image of Ubuntu MATE Lunar to a USB drive.
2. Boot a laptop with Broadcom WiFi from the drive.
3. Select "Try or Install Ubuntu MATE" at the GRUB menu.
4. Click "Install Ubuntu MATE".
5. Accept all default settings until you reach the "Installation type" screen.
6. Check the box to install proprietary drivers.
7. Proceed to the next screen.

Expected result: ubuntu-drivers should be run in the background,
detecting the WiFi chipset and installing the needed bcmwl-kernel-source
driver. WiFi should become enabled when this happens, while still in the
live ISO session.

Actual result: ubuntu-drivers runs for a very short time according to
the installer screen, then the next screen appears and WiFi is still
disabled.
