Bug description:
  I was not going to report this, since my system is a little mangled,
  but I saw someone else reporting the same issue here:-

  And it seems they did not log the bug, so I felt I should.

  I'm running the development release, 23.04, and "apt update&&apt full-
  upgrade" updates the system fine, but the GUI update-manager doesn't
  seem to be working... it shows what needs to be updated, but cannot
  apply the changes... it generates the following error, which matches
  the one in the forum posts above:-
