[Bug 2012316] [NEW] Please support --with-gtest=system

OpenJDK 17 contains hotspot tests using google test which can be
configured with --with-gtest option. Some of those tests are part of
tier1 (basic functionality tests).

Implement `--with-gtest=system` option which will allow to use distro's
google test package.
