  dpkg logs shown in Portuguese even though system language is English

Bug description:
  In a fresh Ubuntu Kinetic VM installed with English locale, Portuguese
  keyboard and timezone Europe/Lisbon, the dpkg logs shown by update-
  manager are in Portuguese. This is a serious bug because the system
  language is English and there are many people residing in Portugal
  that do not understand Portuguese.
