To enable easier building of images from rebuild archives (which don't
have Task headers in their package lists), allow the inclusion of the
snaps listed in the seed without dubious hacks and in general make
things easier to follow, we should parse the seeds directly so that
livecd-rootfs can translate task names to package and seed lists
directly.
