[Bug 2042522] [NEW] Demote gcab to universe

Public bug reported:

gcab was originally brought into main to support the fwupd runtime
dependency for libgcab.

fwupd 1.9.7 internally has support for CAB files without the help of the
extra library.  AFAIK fwupd remains the only reason that gcab is in main
in Ubuntu.

As fwupd 1.9.7 is now in noble, gcab can be demoted to universe.
