[Bug 2042603] [NEW] Ubuntu 23.04 to 23.10 - When I click "Upgrade" nothing happens

Public bug reported:

I get the upgrade message to upgrade to Ubuntu 23.10 from 23.04, but
when I click the button, nothing happens. It says "the software on this
computer is up to date". I've restart a couple times.

When I do a `do-release-upgrade` from the command line, it says:

```

When I run `sudo apt upgrade` I get:
