[Bug 2043237] [NEW] cannot upgrade from 23.04 to 23.10

Public bug reported:

I tried to upgrade several times from 23.04 to 23.10.
I removed all PPA as instructed. Several reboots between trying.
Yet I get an unknown error when calculating the upgrade.
This bug is similar to #2024632 but that one was from releases 22.10 to 23.04.
