The bug's title mentions using X.org but Wayland users are also running
into the same issue when trying to upgrade to 23.10.

Additionally, the problem is not only with the ubuntu-desktop package.
Users of ubuntu-desktop-minimal are also unable to upgrade to 23.10.

Bug description:
  Upgrading from 23.04 to 23.10, using xorg desktop. Upgrade fails.
  Had to disable PPA for Vivaldi, that's not a problem.
  Did not use ppa-purge because I didn't know which package to purge.
  Used Synaptic to fix broken packages, and reload.
  Tried to update again, fails again.
