We removed the usercfg.txt split back in groovy, and have had no further
complaints of dtoverlays not functioning. Is this still an issue? I'll
mark this incomplete for now just in case anyone's still experiencing
this (unfortunately I don't have a DPI display to replicate this
specifically).

Bug description:
I installed the Ubuntu 20.04 Raspberry version
I tried to modify firmware/usrconfig.txt. Always the same result...
After modifiying the desired configuration and reboot, the RPI4 enters
a loop trying to boot: the color image blinks, and immediately turns
off. Then boot again, a blink of the colored image, turn off... and so
on.
