Is this still an issue? I vaguely recall replicating this, but running
out of time to dig into the causes. Given bionic is now EOL I'm tempted
to mark this won't fix given I'm not aware of wifi issues on the still-
supported releases, but I'll mark it incomplete for now.

  [Steps to reproduce]
  1. Flash image http://old-releases.ubuntu.com/releases/bionic/ubuntu-18.04.3-preinstalled-server-arm64+raspi3.img.xz
  2. Boot into system
  3. Upgrade linux-firmware-raspi2
  4. Reboot the system
  5. Check wireless device using "ip a"

  [Actual result]
  WLAN device disappear after upgrading linux-firmware-raspi2

  [Expected result]
  WLAN device works fine

  [Additional information]
  Hardware: rpi3b, rpi3b+, rpi3a+
  Kernel Version: 4.15.0-1077-raspi2
