[Bug 2043806] [NEW] Some programs do not run on Ubuntu 23.10 with Wayland.

Public bug reported:

Some programs do not run on Ubuntu 23.10 with Wayland, such as VLC,
Shutter (which released an unofficial workaround) but which run normally
on Ubuntu with Xorg, and other programs such as Firefox, Celuloid,
Videos (GNOME), MyPaint , etc. affect the interface (the Dock shakes)
when they are in full screen (F11). In other programs such as Scribus,
Libre Office, Ubuntu Software, the F11 option does not work and the
interface keeps the top bar always visible.
