This patch has been applied in the meantime. isc-dhcp 4.4.1-2.3ubuntu2
in Ubuntu 22.04 (jammy) carries it.

Any option with a zero-length value, ie the common DHCPv6 option:
option dhcp6.reconf-accept ;
with isc-dhcp-client_4.2.4 produces a parser failure:

semicolon expected.
