I'm glad the issue has been resolved for you, by following comment #3

The OVS warning is being worked on in
https://github.com/canonical/netplan/pull/421

So I'm closing this issue as wontfix.

  "netplan apply" fails after upgrade to netplan.io 0.106

Status in netplan.io package in Ubuntu:
  Won't Fix

Bug description:
  Hi,

  I recently upgraded my system with apt dist-upgrade and it installed
  the newest version of netplan.io package : it went up from 0.105 to
  0.106

  After a reboot TCP/IP connectivity was broken : I could not connect to
  any server.

  When trying to run "netplan apply" I got the following error :

  ```
  WARNING:root:Cannot call Open vSwitch: ovsdb-server.service is not running.
  ```

  Installing package openvswitch-switch did not fix the issue.

  I had to revert manually to netplan.io version 0.104 in order to get
  TCP/IP connectivity again.

  After that I ran `apt-mark hold netplan.io` in order to prevent
  netplan.io from upgrading.
